This panel is designed to seal off the tunnel from the cockpit in the event you have installed a stereo in the dash.  Not using this close-out panel would be like running the air conditioner with both windows open!  There would be a large opening between the dash and tunnel where hot (or cold if you drive your GTM in the winter!) air can pour into the cockpit of the car from under the dash.  No sense in spending hundreds of dollars on all of those heat barrier products if you’ve got a huge open hole to your engine bay!
